Welcome to Michigan Sports Enterprises (MSE) and the 2008 Summer Adult Hockey League at Great Lakes
Sports City in Fraser. The Rules and Operating Procedures which follow were adopted to make your hockey
experience as safe and enjoyable as possible during the coming season. Please read them carefully and
retain this copy for your records. Questions should be directed to either Al Zawacky or Steve Ricucci at

GREAT LAKES SPORTS CITY HOUSE RULES
- No skaters or pucks are allowed on the ice while the Zamboni is resurfacing. If any skater comes onto the ice prior to completion of resurfacing, the Zamboni driver may leave the ice and refuse to resurface the remainder of the rink. The offending player's team will also be subject, at the discretion of the referees, to a two-minute minor penalty at the start of the game.
- Any team which begins shooting pucks on the ice before the Zamboni gate is closed will be subject to a two-minute minor penalty at the start of the game and /or a $25 fine.
- Destruction of arena property will not be tolerated. Any persons, including minors, found to be destroying arena property will be prosecuted. Michigan Sports Enterprises will hold the offending team fully responsible for the cost of any property damage resulting from vandalism.
- No alcoholic beverages are permitted to be brought in and consumed anywhere in the arena.
- Teams that fail to return dressing room keys will be assigned a $25 fine, refundable upon return of the missing key. Teams are responsible for leaving all dressing rooms in the same state of cleanliness and repair as they were prior to receiving keys.
PAYMENT SCHEDULE
All teams have three payment options:
OPTION I - Paying for the entire regular season in advance at $144 per game.
OPTION II - Paying two equal installments at $165 per game.
OPTION III - Paying game-by-game at $169 per game.
Pricing details and due dates are as follows:
OPTION I - $1,440 due the night of your second regular season game.
OPTION II - Two payments of $825 due the night of your second regular season game and your first game on or after July 15.
OPTION III - 10 Payments of $169 due before receiving a dressing room key on each game night during the regular season.
All teams will be granted a seven day "grace period" following the Option I and Option II payment deadlines, during which the balance may be paid in full without penalty. Beginning on the 8th day of delinquency, however, teams still owing ice money will be assessed an additional 1% on any outstanding balance. Each additional 7 days of delinquency will result in an additional 1% to the outstanding balance until the overdue amount is paid in full. MSE reserves the right to expel from the league any team carrying a delinquent balance and to bar all roster members of any team failing to pay in full. Returned checks will result in a $25 fee per check assessed to the team and possible expulsion from the league, regardless of the person(s) or organization(s) named on the returned check.
All teams have pre-paid their first two playoff games as a portion of the $449 team registration fee, which is in addition to the ice fees above. This pre-payment is not refundable. Teams that do not participate in the playoffs will forfeit both their game and their registration deposit. Should your team advance in the playoffs, each additional game will be $165.
REGISTRATION PROCEDURE
Properly completed team rosters are due the night of each team's first game. This information is necessary to ensure that all players taking the ice have their USA Hockey insurance (Individual Membership Registration, or IMR) before participating in the game. A $35 fee in assessed by USA Hockey for each IMR; payment must be made with a single check payable to Michigan Sports Enterprises. Individuals who have obtained USA Hockey Insurance online must show receipt/proof of registration. Players who have registered with other MSE teams or with other programs must be listed on a waiver form signed and dated by the team representative/manager.
Teams may continue to add players up to the final deadline of Tuesday, July 15, 2008. Any additions to the roster after that date can only be made in cases of "hardship," defined specifically (but not exclusively) as a team in danger of disbanding due to loss of players through injuries, work/school conflicts or failure to pay ice fees. All post-deadline roster additions require the full knowledge and approval of MSE.
Once a player has been registered, teams will not be eligible for a refund or credit of the $35 IMR fee should said player later be dropped from the roster. No person is ever to dress or take the ice for any game at any point during the season unless he has obtained insurance and been properly registered through USA Hockey.
ROSTER VERIFICATION
Detection of illegal players is primarily the responsibility of the individual teams. Rosters will be available upon request from any MSE official, and all teams will be subject to random, unannounced roster checks requiring photo I.D. from all players. The league may also declare a game a forfeit under the following circumstances:
- The name of an illegal (non-roster) player, defined as any player who does not have complete paperwork on file, appears on the scoresheet; or
- A suspended player dresses while under suspension (such incidents will also be reported to the Michigan Amateur Hockey Association (MAHA), if appropriate, for disciplinary action against said player and team manager);
- League or game officials identify an illegal player on the ice, at any point during or after the game.
- The number of players dressed for any game is more than the number of players listed on the scoresheet.
No player may legally be rostered for two different teams in the same league and division.
PROTEST PROCEDURE
If a team has cause to believe that the opposing team is dressing an illegal player, the following protest procedure must be followed:
- The protesting team's captain/team representative must notify the game officials of the protest before the final buzzer at the end of the game. The game officials must note the nature of the protest on the back of the scoresheet.
- In cases where a player's identity is in question, the protesting team has the right to require that said player produce a valid photo I.D. Any player unable to produce valid I.D. will automatically be declared illegal, unless a league or game official is present who can vouch for his identity. In the absence of any such verification, the game will end immediately with a forfeit declared for the protesting team.
- If the player's I.D. is verified to the satisfaction of the league and/or game officials, the game officials will indicate this on the back of the scoresheet and the game will continue. The team registering the protest will be assessed a two-minute bench minor for delay of game.
- Should a protest occur, the league will follow up by contacting the managers of both teams regarding appropriate action. Both the offending player and the team manager will be held responsible when an illegal player is discovered to have dressed and/or played.
FINES
Per MAHA bylaws, the "Charity Fine" schedule will be enforced during the season:
- Any player receiving a major penalty (five minutes for spearing, high sticking, etc.) will be fined $20 and receive a one-game suspension. (Note that a 10-minute misconduct and game misconduct are not defined as major penalties and thus incur no fine.)
- Any player receiving a match penalty will be fined $60 and suspended indefinitely.
Offending players must make out a check for the designated amount to one of several charities selected by MSE and drop this check off at the MSE office to be eligible to resume playing. Any player who takes the ice before paying an outstanding fine will be suspended indefinitely.
Any fine that has NOT been paid within 21 days of the major penalty called will automatically be assessed to the fined player's team and must be paid under the same terms as any other outstanding balance.
SUSPENSIONS
- Any player receiving a game misconduct will be suspended for his next game. (Any player receiving two game misconducts will be suspended for two additional games, three misconducts three games, etc.) Any player receiving a gross misconduct or match penalty will be suspended indefinitely pending review by MAHA.
- Any player who continues an altercation or disagreement after the end of a period or game will be subject to a one game suspension at the discretion of the game officials. This rule applies even if the game scoresheet has already been completed and signed by the referees.
- The identity of suspended players will be included in the regular updates of stats/standing posted in a conspicuous place in the arena and on the MSE website. It is the responsibility of the players and team captains, not the arena or the league, to notify a player of his suspension. Any player who dresses while under suspension will be suspended indefinitely. Both the offending player and his team manager may be reported to MAHA for further disciplinary action.
- Any player receiving a triple minor on a single play will be automatically ejected from that game only. There will be no carry-over suspension or fine, however; said player will be eligible to play in his team's next game.
- Any player who, in the judgment of either referee, takes the ice under the influence of alcohol or other drugs, will be assessed a game misconduct and one-game suspension. Repeat offenders will be subject to expulsion from the league.
- MSE reserves the right to suspend or permanently bar any player from participation in its adult hockey program who has demonstrated an inability to follow the rules and practices poor sportsmanship, or who, in the judgment of MSE, poses a threat to the health and safety of other participants. This includes specifically (but not exclusively) individuals who engage in fighting, threaten game officials, participate in games under the influence of alcohol or drugs, attempt to injure other players or habitually receive game misconducts. Any action taken by MSE in such cases shall be in addition to any punitive action taken by the on-ice officials, MAHA, USA Hockey or any legal authority.
- All five-minute major penalties shall include a mandatory $20 fine and game misconduct/one-game suspension.
- Any player who receives a fighting major will receive a game misconduct, a $25 fine and two-game suspension. A second fighting major assessed to the same player on the same team during the 2008 season will result in a four-game suspension and $50 fine. Any player assessed three fighting majors on the same team during the 2008 season will be suspended for the remainder of the regular season and playoffs.
GAME/LEAGUE OPERATION
- Scoresheets must be completed correctly and legibly with full last names and jersey numbers for all players who dress. Teams that have more than one player with the same last name must also include full first names or first initials as appropriate. In the event that the league is unable to identify a suspended and / or fined player due to the scoresheet being unreadable, the team representative or captain will be suspended indefinitely. This suspension will be lifted when the team representative or captain contacts the league and identifies the suspended player.
- Pre-game warm-ups will be two minutes.
- All leagues are no-checking, and all USA Hockey rules apply, unless a stricter rule has been adopted by MSE. All rulings made by the referees are absolute and final.
- Each game shall consist of three 15-minute, running-time periods. Stop-time will be observed in the final two minutes of play only if the game is tied or in the event of a one-goal difference between the two teams. If the winning team scores during stop time to go ahead by two goals, running time will again be observed. This rule will be in effect in both the regular season and playoffs.
- Sudden-death overtime will be required to break ties only in the playoffs. Overtime periods will be the standard 15 minutes of running time, and the teams will NOT switch ends. The clock does not stop at any point during overtime, unless at the discretion of the referees.
- Senior games will not be subject to curfew.
- Each team will be allowed one 30-second timeout during the course of the game. Timeouts must be called during a stoppage of play, and the play clock will stop once the timeout is called. When a timeout is called, the team that is not calling the timeout must wait for play to resume and another stoppage of play before calling its timeout.
- In the event of jersey color conflicts, the Visiting team has choice.
- Due to the risk of injury from flying pucks and sticks, no person who is not a properly registered, insured, rostered and active player or coach will be permitted on or near the players bench at anytime during the game. All non-players, non-coaches and suspended players are restricted to watching the game from spectator areas.
- White (league) copies of the game scoresheet should be returned to the MSE office in Superior Rink, or the GLSC main office.
- The game of ice hockey cannot be played without risk of injury. Participants in the MSE Adult Hockey Leagues agree to assume full responsibility for any injuries they may incur.
- MSE reserves the right to make the final decision on any issues or situations not specifically addressed in the 2008 Summer Rules and Operating Procedures.
"RINGER RULE"
MSE reserves the right to declare ineligible any player whose skill level is deemed incompatible with the standard level of play in any particular league or division.
All players will be subject to random identity checks and must have proper I.D. available to participate in any game.
CENTER REDLINE RULE
There will be no two-line offsides. The center redline shall be used for icing only. A pass from behind your goal line to the other team's blue line is onside and legal, assuming that no offensive player precedes the puck over the opponent's blue line.
ONE REFEREE, MISSING SCOREKEEPER POLICIES
- The expense of two referees and a scorekeeper is included in each team's per-game ice charge. Anytime a second referee fails to show up for any game, both participating teams will be eligible for a refund/credit of their share of the cost of the missing official. To be eligible for this refund/credit, at least one of the two teams must notify MSE within 24 hours of the game in question. This refund/credit does not apply to referees who are late or who are scheduled to leave the ice early to cover another game.
- In the event that a scorekeeper does not show up for a game, the game referees will keep score. There are no refunds or credits for missing scorekeepers.
TIE BREAKERS
Ties in the standings shall be broken using the following criteria:
- Most wins
- Head-to-head results
- Best goals for/goals against difference overall
- Best goals for/goals against difference head-to-head
- Fewest Penalties
FORFEITS / CANCELLATIONS
- Any team that cannot field a minimum of five skaters and a goaltender for any game will forfeit that game. In the event of a forfeit which fits this description, the forfeiting team will be assessed a fine of $30, payable before the team's next game. This amount covers the other team's expense for referees and scorekeeper, and will be credited to the account of the other team. The non-forfeiting team will receive a 1-0 win, the $30 credit to its account and the option to use the open ice for a team practice. The forfeited game will not be rescheduled.
- Games may be canceled and rescheduled only in extreme circumstances, by mutual agreement of both teams, with adequate notice, and with the full knowledge and approval of MSE. A team's inability to field five skaters and a goaltender due to dissatisfaction with a game time, social commitments by players, poor weather conditions, etc., does not constitute sufficient cause to reschedule a game.
PLAYOFFS / AWARDS
- All teams make the playoffs, and all playoffs will follow a double-elimination (two-loss knockout) format. All games will include unlimited sudden-death overtime until the winning goal is scored. Overtime periods are the standard 15 minute running time, and the teams do not switch ends.
- Each regular season champion and playoff champion will receive a team sponsor trophy. Playoff champs will also receive individual T-shirts.
